Job Title: Human Resources Officer – St. Thomas (USVI)
Location: St. Thomas, U.S. Virgin Islands
Employment Type: Full-Time
Compensation: $70,000 – $90,000 annually
About the Opportunity
AppleOne is partnering with a leading international construction and development firm seeking an experienced Human Resources Officer to support a major infrastructure project in St. Thomas. This transformative initiative will modernize educational and community facilities across the island, offering a unique opportunity to contribute to long-term regional development.
This position serves as the primary on-site HR representative, overseeing all human resources functions during the construction phase — including recruitment, onboarding, relocation, employee relations, and compliance. The role requires both strategic leadership and hands-on coordination, ensuring alignment with corporate policies while adapting processes to the local market.
Position Summary
The HR Officer will support all human resources activities for the St. Thomas project, acting as a trusted liaison between project leadership, corporate HR, and local employees. This role will ensure regulatory compliance, foster a positive employee experience, and build strong relationships with local authorities and community stakeholders.
Key Responsibilities
Recruitment & Talent Acquisition
Implement recruitment strategies for both U.S. Virgin Islands and Puerto Rico markets.
Partner with agencies and leverage professional networks to identify qualified talent.
Manage job postings, candidate screening, interviewing, and selection processes.
Employee Relations
Serve as the on-site point of contact for all employee relations matters.
Coordinate conflict resolution, disciplinary actions, and retention initiatives.
Promote a respectful, inclusive, and collaborative workplace culture.
Compliance & Local Liaison
Ensure full compliance with U.S. Virgin Islands labor laws and employment regulations.
Act as liaison with local authorities, community organizations, and regulatory entities.
Maintain up-to-date HR records, documentation, and reporting requirements.
Relocation & Onboarding
Coordinate relocation logistics, including housing arrangements and travel support.
Manage onboarding processes and documentation, ensuring smooth integration of new hires.
Support employees with local administrative requirements (e.g., banking, licensing, social security).
Coordination with Corporate HR
Align all local HR practices with corporate directives and frameworks (payroll, benefits, performance reviews, etc.).
Prepare and submit regular HR metrics and reports to corporate leadership.
Qualifications
Bachelor’s degree in Human Resources, Business Administration, or related field.
Minimum 7 years of progressive HR experience, including at least 3 years in a managerial capacity.
Strong knowledge of U.S. Virgin Islands or Puerto Rico labor markets and employment practices.
Proven experience in high-volume recruitment and employee relations.
Excellent communication, negotiation, and stakeholder management skills.
Bilingual (English/Spanish) preferred.
