Job Description

This position is located in the Executive Office of the President (EOP), Office of Management and Budget, Office of Federal Financial Management (OFFM), specifically the Financial Management Policy Development (FMPD) Branch. OFFM serves the Executive Office of the President (EOP) in supporting cross agency transformation and improves government accountability and transparency by setting the strategic vision and government-wide priorities for Federal Financial Management. Basic Requirements: In order to qualify for the GS-0301-14 Series, applicants must meet the basic requirements and the minimum qualification requirements. Applicants must meet one of the criteria listed below: Minimum Qualification Requirements: In order to qualify for the Policy Analyst, applicants must meet the minimum qualifications and the basic qualification requirements. Applicants must meet the specialized experience defined as one full year (52 weeks) of experience at the next lower grade level or equivalent pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE:

One year (52 weeks) of specialized experience at the GS-0301-13 grade level or equivalent pay band in the Federal service or equivalent experience in the private/public sector that demonstrates:
  1. Independently conduct evaluation and analyses of complex Federal financial management issues
  2. Mastery skill in the securing, analysis, and presentation of data for policymaking and particularly in the determination of the effect of changes upon Federal programs and non-Federal entities participating in the program.
  3. Superior skill in synthesizing voluminous materials, and in presenting ideas, conclusions, and recommendations clearly and effectively, both orally and in writing;
AND 4.) Mastery knowledge of the Federal financial management, legislative, regulatory, budget, and other processes.

SPECIALIZED EXPERIENCE:

One year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal Service, obtained in either the private or public sector, which includes:
  1. Independently conducting evaluation and analyses of complex Federal financial management issues.
  2. Mastery skill in the securing, analysis, and presentation of data for policymaking and particularly in the determination of the effect of changes upon Federal programs and non-Federal entities participating in the program.
  3. Superior skill in synthesizing voluminous materials, and in presenting ideas, conclusions, and recommendations clearly and effectively, both orally and in writing.
  4. Mastery knowledge of the Federal financial management, legislative, regulatory, budget, and other processes.
AND 5.) Ability to coordinate the work load of junior staff, interns, and detailees, and assume supervisory responsibility for in-house team efforts as well as for inter-agency task forces and work groups. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
