Role Snapshot

Our IT Program Management Director is responsible for driving IT transformation initiatives and strategic projects to modernize all aspects of infrastructure and end user experience services. This role oversees the planning, execution, and delivery of large-scale programs, ensuring alignment with business goals, cost efficiency, and risk mitigation specific to infrastructure operations. This Director will oversee the delivery of multiple programs in a coordinated way throughout the program lifecycle, defining overall program governance, tracking across workstreams, defining success criteria, and ensuring overall program performance.

Salary Range

$140,000 ~ $190,000

The base pay offered for this position may vary within the posted range based on your job-related knowledge, skills, experience, and may fall outside of this range.

Work Location

Our first consideration will be to have this new employee live in the state of Wisconsin to take advantage of Hybrid work and collaboration. Employees within 45 miles of WPS Headquarters (1717 W. Broadway in Madison, WI) will be expected to be able to work 3 days on-site a week.

  • have led end-to-end management of enterprise-wide IT transformation programs, including modernization of infrastructure and end user experience.
  • Can align transformation programs with business objectives, ensuring the success of measurable outcomes including improved performance, cost savings, or enhanced user experience.
  • Would enjoy defining program objectives and developing and executing strategic roadmaps for IT transformation areas.
  • Can oversee multiple concurrent projects, managing scope, budget, timelines, and resources using frameworks such as PMI, Agile, or SAFe.
  • Would enjoy collaborating with senior executives, business units, and IT teams to ensure transformation programs meet WPS organizational needs.
  • Can facilitate effective stakeholder communication, expectation management, and alignment at all organizational levels.
  • Have developed and implemented comprehensive program governance frameworks and best practices tailored to transformation initiatives.
  • Like to drive change management to ensure total stakeholder buy-in and smooth adoption of new technologies or processes.
  • Have designed business cases and investment thesis, at the direction of the VP of Infrastructure, to advocate for and justify infrastructure enhancements and modernization needs.
  • Can ensure compliance with enterprise architecture standards, security policies, and regulatory requirements.

Minimum Qualifications

  • U.S. Citizenship is required for this position due to Department of Defense restrictions.
  • Bachelor’s degree in Computer Science, Information Technology, Business Administration, or related field; or equivalent combination of education and work experience.
  • 10 or more years of progressive experience in IT program or portfolio management,
  • 5 or years leading program delivery at the enterprise level.
  • Demonstrated experience working with vendor partner teams and managing the end-to-end journey of a major vendor migration or transition.
  • Strong knowledge of the following aspects of IT Program Management and Delivery:
    • Have strong stakeholder management skills, with ability to influence without direct authority at all levels.
    • Possess an understanding of IT architectures, emerging technologies and trends.
    • Proven ability to lead cross functional teams in the execution of infrastructure-related projects and initiatives.
    • Advanced knowledge in project and program management frameworks (PMI, Agile, SAFe, Waterfall) and change management methodologies.
    • Strong communication, analytical, problem solving, and business acumen skills.
    • Ability to explain technical complexity and functions to business customers and vendor partners with clarity.
Preferred Qualifications

  • 10 or more years of exp experience in a large enterprise level environment providing technical Program Management, Change Management and Delivery Services.
  • Experience leading in a complex and highly matrixed environment that has commercial and government lines of business.
